The actual work they do imposes further costs, even if they didn&#039;t get paid a penny.  This time off doesn&#039;t make their annual salaries go up (unless they hire more workers to take up the slack), and it reduces the amount of work they do - thus, hopefully, the amount of damage they do.  Sounds like a good deal to me. &lt;/p&gt;
