		<description>&lt;p&gt;Isn&#039;t the fundamental problem here really the fact that the state is funding (and therefore controlling) these schools and (indirectly) the employees of those institutions? I mean if the state doesn&#039;t provide the money, then they really cannot provide the guidelines. This provides a great example of how it starts out with good intentions (&quot;oh, we can provide &#039;free&#039; or &#039;cheaper&#039; education for so many...&quot;) and ends up being a lever to control and stifle. It seems this is quite inevitable.&lt;/p&gt;
