The threat of flooding (both by the sea and these rivers) forced the people of the Netherlands to organize themselves.&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;
But I agree with your thesis that it takes both freedom and the rule of law to create wealth.&lt;/p&gt;
