		<description>&lt;p&gt;Doug: Probably the salary for an employee to collect the fees comes out of one budget, and the money collected goes into another budget. That is, you can&#039;t use the fees to pay for the collector. Absurd, but it&#039;s how the government works...&lt;/p&gt;

		<description>&lt;p&gt;It&#039;s not just labor laws that have reduced volunteerism.  50 years ago a significantly smaller proportion of the population had full-time employment.  And full-time employees worked fewer hours.&lt;/p&gt;

&lt;p&gt;Stagnant growth in median family income has a long-term corrosive effect on the society.  I wish I had a solution for it but I don&#039;t.&lt;/p&gt;

Entry fees were posted, but the collector&#039;s booth was unoccupied and visitors were streaming through the open gate.  When he asked the forest service about it, they said there was not enough money in the budget to man the booth.  Seems to me the fees from two or three of those vehicles per hour should suffice and the rest would be gravy.&lt;/p&gt;

&lt;p&gt;Admittedly, Boortz can exagerate and I might not remember it exactly right, but it sounded believable to me.  Is it?&lt;/p&gt;
