Give somebody extra punishment for a crime if they did it because of bias, thus criminalizing thought. Start out by categorizing horrible crimes obviously based on racism, sexism, etc., and eventually expand the definition. Of course, "hate speech" and "hate crimes" by definition cannot be perpetrated against straight white males.</p> Same goes for “hate crimes”.
